Meet Our Staff

The Copperas Cove EDC is staffed by three; an Executive Director, Marketing Director and a Workforce Development Specialist. While they each have different functions, the mission and goal are the same – Copperas Cove!

Fred Welch CEcD, EDFP, Executive Director

Fred Welch has been involved in economic development for close to 30 years in Texas. Most recently he has served The Greater Houston Partnership as Senior Director for Economic Development. Previous positions include The Economic Alliance for the Houston Port Region, and The Greater Conroe Economic Development Council. From 2010 until 2014 Welch served the Houston region as Vice President for regional economic development with The Greater Houston Partnership (GHP). While at GHP, Fred and his team were a part of one of the most dynamic periods of jobs growth and capital investment in Houston and Texas leading the nation in job growth and investment three out of four years. Fred is well respected both regionally and nationally. In addition to his time with GHP, he previously served as Vice President, Marketing and Recruitment for the San Angelo Chamber of Commerce and in Type A and B sales tax cities of Pearland and LaMarque. Fred is a Certified Economic Developer (CEcD) through the International Economic Development Council and a Certified Economic Development Finance Professional (EDFP) through the National Development Council. Mr. Welch is a past Chairman of the Board of Directors for the Texas Economic Development Council.

Sean Stevens, Senior Director of Business Retention and Expansion

Sean Stevens is a seasoned economic development professional with an impressive 16-year career dedicated to fostering growth within the States of Wyoming and Oregon. His niche is in business attraction and recruitment and has a track record of landing high-impact projects for the communities he serves.

He holds a degree from the University of Wyoming. While further enhancing his expertise, he has successfully completed the Economic Development Institute at the University of Oklahoma and holds an Economic Development Finance Professional (EDFP) certificate from the National Development Council. Currently, Sean is pursuing an MBA with a specialization in Business Analytics from Grand Canyon University, showcasing his commitment to continuous learning and his drive to leverage strategies for future growth initiatives. Sean shares his life with his beloved wife and son, and also has two college-age children. He is an avid sports enthusiast, an active participant in his church community, and enjoys outdoor activities. Sean Stevens is dedicated to economic progress, education, and the pursuit of a well-rounded life.

Sheena Tanner, Marketing Director

Sheena Tanner grew up in Copperas Cove, and after spending a few years away, moved back to raise her kids. She graduated summa cum laude from Texas A&M Central Texas with her Bachelor of Business Administration, majoring in marketing. In the past, she worked with many small businesses as a freelance marketing consultant. 

Now as the CCEDC Marketing Director, Sheena enjoys marketing our city overall and supporting local, small businesses with marketing training. She also serves as Vice President of the Central Texas Pride Community Board and serves on the Friends of the Park Board. She is currently attending Oklahoma University’s Economic Development Institute to work towards her certificate. Sheena loves being involved in the local community, supporting local businesses, and helping our city grow.

Brittany Sanders, Workforce Development Specialist

Brittany Sanders is a native of Philadelphia. She has a background in Human Resources and Business Administration and has served as an Army Veteran. After spending five years in NY, Brittany and her family relocated to Fort Cavazos, TX. She later deployed to Iraq in support of OIR (Operation Inherent Resolved).

Since hanging up her uniform, Brittany has been a part of the Copperas Cove Economic Development Corporation since 2019. She started off as an Administrative Assistant and has now become a Workforce Development Specialist. She is dedicated to providing employer outreach and job development services to help create a strong workforce development program in Copperas Cove for employers and local job seekers. Brittany also serves as the Vice President of Altrusa International of Copperas Cove. She looks forward to expanding her knowledge and giving back to the community.

Anne Seneca, Special Projects Coordinator

Anne Seneca is an experienced professional in resource development, consumer energy education, and event planning. She earned a Bachelor’s degree in Public Relations and Advertising from Gonzaga University in Spokane, WA and spent the majority of her life living in Alaska after moving all over the world as an Army brat.

She is the proud parent of three wonderful teenagers. In her free time she enjoys being active in her church, fishing, attending concerts, raising chickens and helping run Seneca BuildWorks, her husband’s home construction business. 

Anne has called Texas home since 2015 and is thrilled to help develop entrepreneurship and businesses in Copperas Cove.
